Automation almost led to frustrating setbacks

The automated forum-request feature seems to be flawed: it almost resulted in me having to restore a 2 day old backup.

In other words: Anyone who requests a forum (you can still safely request it), will have to wait a tad longer before it is approved.
I need to rewrite the whole process of approving the requests and then automatically creating the forums.
