i decided to get into this rping thing and i need help. i need someone to give me the basics of how to play,character set up, and other vital info.

You have 2 options:

Either you buy the core rule books at your local gaming/comic store (note that there are different systems, each with their own books - the employers will be able to help you out about which one to buy).

Or, you download the core rules (those that fall under the d20 OGL) from www.opengamingfoundation.org/srd.html

after reading up on a little of the info i am now less comfused, but (this maybe silly) how do you factor in dice rolls on forums?

Generaly the DM/GM rolls them.

Or the players themselves roll them, and just tell. It depends on the game really.

First you will need to join a game, check out the Character Aquisition Forum to see if there are any positions available in new/running games. Once you get into a game, the DM of the respective game can help you make a character.
